Inter American Drug Abuse Control/Commission
(CICAD/OAS)
This is a technical, autonomous agency of the
Organization of American States (OAS), of which
Trinidad and Tobago is a member. Its mandate is the
pursuit of international cooperation in drug control.
Its key focus is the issue of demand reduction.
United Nations Office on Drugs and Crime (UNODC)
The responsibility of this agency is to
coordinate all drug control activities spearheaded by
the United Nations. It also has a mandate to promote
the implementation of international drug control.
International and Regional Treaties and Agreements
The Government of Trinidad and Tobago is a signatory to several international and regional treaties and
agreements governing the control of illegal drugs.
The main agreement is the Vienna Convention 1988,
(updated from 1961, 1972, and 1976) which was signed
and ratified by the Government of Trinidad and Tobago
on 1995/ 05/18. This convention is the major
international instrument governing the cooperation of
countries in drug related matters. Its main objective
is to counter the magnitude and extent of illicit drug
trafficking and its attendant consequences.
Anti Drug Strategy in the Hemisphere
This mechanism evolved from CICAD meeting
Buenos Aires, Argentina, 1996. It speaks to
- Commitment to improve strategies and measures
in demand reduction.
- Addressing all matters pertaining to the above
and illicit production, trafficking and
distribution of drugs.
Regional (Barbados Plan of Action)
This refers to a May 1996 Counter Drug Plan
of Action of eighty recommendations detailing
strategies for drug control, coordination and
cooperation in the Caribbean. Trinidad and Tobago
assented to this plan on 1976/05/17.
Barbados Declaration of Principles
A Caribbean/US Summit of Heads of Governments
took place in Barbados on 1977/05/10 and agreed to
strengthening cooperation for social, economic and
security development.
Inter Governmental Task Force on Drugs
This Ministerial body was established at the
Eighth CARICOM Inter-Sessional Meeting in Antigua and
Barbuda, February 1997.
Trinidad and Tobago, as a member of the Task Force,
agreed to the establishment of a Regional Integrated
Counter Narcotics Programme in May 1997.
CARICOM
CARICOM's mandate regarding drug abuse
includes monitoring the:
- Regional Integrated Counter Narcotics Programme
and the
- Regional Task Force on Crime and Security
