The National Strategy

The widespread production and trafficking of illegal drugs and the use/abuse of both illegal and legal drugs impact negatively on socio-economic development to the extent that they even threaten the security and stability of the state. (Harriot, 2001).

In its overall thrust in addressing the drug problem, the state pursues a two-prong strategy which targets Supply Control (SSA) on one hand and Demand Reduction on the other (NADAPP). This approach is coordinated by the National Drug Council (NDC).
