The functions of NADAPP are outlined in detail
in the Cabinet Minute PM(88)382 - 17/11/88, as follows:
National Alcohol and Drug Abuse Prevention Programme
(NADAPP) is the state agency mandated to coordinate the
demand reduction programme in Trinidad and Tobago.
The Secretariat is
responsible for the wider aspect of drug abuse prevention
on a national scale. Its functions include:
- Refining, implementing and administering all
projects which are in keeping with the Council's
policy on Alcohol and Drug Abuse Prevention.
- Coordinating and monitoring projects in the
Community Programme.
- Collecting, collating and analysing relevant data
and information for the purpose of providing
up-to-date advise and feedback to the Technical
Advisory Committee and the Inter-Sectoral Coordinating
Council.
- Identifying resources and strategies necessary for
accomplishing the targets and objectives of the
Council's programmes and projects.
- Reducing substance abuse and associated
consequences.
- Developing research-based policies and programmes
driven by those policies.
- Leading and/or coordinating the national state,
private and non-state sectors drug demand reduction
strategy.
- Facilitating and /or supporting drug demand
reduction initiatives.
- Monitoring and evaluating national drug demand
reduction activities.
- Developing and updating annually the National
Demand Reduction Strategic Plan.
- Supervising the operations of treatment and
rehabilitation centres.
- Enhancing and maintaining a national database and
a drug abuse epidemiological surveillance system.
- Serving as the information centre on drug demand
reduction.
